when a storm like sandy approached, it caused severe flooding. in somerset county, the people of crisfield were severely impacted with the loss of their homes, businesses, aquaculture crops ruined and this is a very foldable community, not a chair. 32% live below poverty. they don't have a lot of options. they don't have resources to take care of their needs without assistance from government. i'm very proud of the leadership of our state in trying to help those individuals in the entire team that were ominous. many are familiar with brewster county were maryland is located. 9.8% of worcester county is below poverty and they have twice the number on average of alter the that we have in our state. they were particularly impacted by the storm. thanks to the extraordinary leadership of governor o'malley, our maryland emergency management agency and the full partnership they brought into being, including our state, local officials. we have extraordinary leadership from county executives, maryland national guard. i was with them throughout the storm.

they're actually calling this special camp, camp sandy. a bus driver picked up about 30 kids and many of their parents from a shelter and brought them to the church, gateway academy. kids from ages four to 16 shared their stories, do sing alongs, arts and crafts, zumba. they can take nonper arabables from this distribution center. it's a traveling camp that served about 500 kids in the last two years. the founder says this camp in particular is tough. >> when we leave, it's definitely hard because we're going back to our bed and tv and couch. and as you can see, this is a production. like physically and emotionally. this is probably one of the hardest camps i've ever done, just hearing their stories and being able to maneuver through a disaster and all the organizations that are on site. it's definitely a challenge, but they look forward to next week. we hope he can do this every weekend while they're there. >> fema still has 36 disaster recovery centers set up in new york, 32 in new jersey, and eight in connecticut, many parents are frust

i think it's really remarkable and i think we all now recognize with hurricane sandy, with the inclement weather and the winter we're having now that climate change and renewable power and local energy provision is paramount and we need to main ain and amplify that commitment as a city. i also continue to have my eye on the prize of the local build out and the promise of that because i think not only is the job opportunity great, and all kinds of implications around work force training and at the local level and diversify that source and needs to be local and hurricane sandy has shown us that. that if there were nor localized power 4,000 people wouldn't be out of power right now so i am supportive of moving forward as quickly as possible with the education and outreach that needs to happen. i also concur with president torres and this is organic and evolving and this financing piece is really an important discussion to have and i would welcome having that with the lafco to talk about if the possibility of local build out over this four year contract could reduce the rates and the questio
